Tifa isn't seen as a threat, no ordinary person qualified under most circumstances, but it's easy to tell she's badly agitated.

If he was planning to attack anyone he certainly wouldn't warn them first, that's just terrible tactics, but he knows better than to say so. "I wasn't intending to at all. The avians were a threat to the people here, you are not." She looked perfectly ordinary to him. The monsters in the storm were .. definitely not ordinary. And nobody could mistake a zu for anything tame. "Please, be at ease."
